Pursuant to the Official Code of Georgia Annotated, O.C.G.A. § 26-2-80, notice is hereby given that the Georgia Department of Agriculture Meat Inspection Section will be considering the adoption of an amendment to Departmental Rules 40-10-1-.02 and 40-10-4-.12 relating to the Voluntary Inspection of Non-Traditional Livestock and Non-Traditional Poultry. The Department will be accepting written comments from April 29, 2011, to close of business (4:30 p.m. EDT) on May 31, 2011.
SYNOPSIS, MAIN FEATURES AND DIFFERENCES:
It is proposed to amend rule 40-10-4-.02, entitled “Type of Service Available,” to provide more flexibility of service in correlation with the requirements for the United States Department of Agriculture, Food Safety and Inspection Service (hereinafter “U.S.D.A. F.S.I.S”) found at Title 9 of the Code of Federal Regulations (CFR) Chapter III, Part 352 Section 2.
It is proposed to amend Departmental Rule 40-10-1-.02 to allow more flexibility in the slaughter and processing of non-traditional livestock that is not amenable to the Georgia Meat inspection Act under reimbursable voluntary inspection at an official establishment. The facility would be required to ensure the appropriate separation and identity of all products. Currently, the rule contains a prohibition of the voluntary slaughter and processing of any livestock species not amenable to the Georgia Meat Inspection Act at a facility until all amenable species carcasses, meat or meat products are shipped. The proposed rule change would delete this prohibition to make the rule consistent with the U.S.D.A. F.S.I.S. regulation found at 9 CFR 352.2, which does not contain this prohibition. Therefore, the Department is proposing to amend rule 40-10-1-.02 to assure a consistency of services.
In conjunction with the proposed change to rule 40-10-4-.02, it is further proposed to amend rule 40-10-4-.12, entitled “Labeling, Marking Devices, Containers, and Official Legends” to assure adequate identification of products. The Department would adopt a triangular “Georgia Inspected and Passed” mark or brand for use on the inspected non-traditional livestock carcasses, meat and meat food products slaughtered or processed in an official establishment. This would be consistent with the requirements of the U.S.D.A. F.S.I.S. concerning the marking of inspected exotic animal carcasses, meat and meat products, which is found at 9 C.F.R. 352.7. Therefore, the Department is proposing to amend rule 40-10-1-.12 to assure consistency of marking and labeling between the Department and U.S.D.A.
